Intelligence works, especially works of action, are of

vital importance during the emergency period !

Intelligence

works are extremely difficult, but works of action are the

more difficult ! "Intelligence is the mother of action"

and both should go side by side, and we cannot retain one

and abolish the other. I beg to submit for instructions,

the following plans of action in Shanghai area :-

Organisation........A section will consist of from 3 to 5

men. One section is to be established in

Shanghai first, and to take orders from

the superior in Hong Kong. To be directed

by the leader of the Shanghai area.

Qualification of men..... The using of men, especially men

for action is very difficult, as danger

will arise from imprudence.

Therefore

before we absorb one element, we must

have a thorough understanding of his

thoughts, ability, and environments, etc.

For instance, "A" is a young and able man

with uncommon courage and was a corporal

in the army before. His family had been

killed by the Japanese Army and he himself

is wanted by the Japanese Army. We can

immediately absorb him as a man for action

as I think this man will never be a turn-

coat and will be a hard working man

because of his environments. Take for

another instance, "B" has a fair courage.
